Every age, every generation produces an eccentric and unusual figure, who ironically represents the measure, the values, and indeed, the essence of that age and becomes the icon of that generation.

They are not conventional persons, they are peculiar. Somehow, inspite of their unusual way of life, they remain unusually lovable. They cannot be ignored. They are usually un-obstructive yet their presence is forceful.

They remind us of who we secretly would wish to be but for our lack of the courage of our convictions. Denis Waitley had stated that, “there are two primary choices in life, to accept conditions as they exist or accept the responsibility for changing them. Such is the life of the Honourable member representing the good people of Etsako Federal Constituency in the National Assembly. Rt. Hon. Comrade Philip Shaibu.
He was born on the 1st of December, 1969 in Kaduna to the family of Pastor Francis Shaibu and Lucy Momoh of blessed memories. An indigene of Jattu Uzairue in Etsako West Local Government Area of Edo State.

Comrade Shaibu started his education at St. Augustine Primary School, Tundu Wada Kaduna and later finished at L.E.A Primary School Barnawa, Kaduna State. He attended Saudana Memorial Secondary School, Kawo Kaduna and obtained his West African School Certificate (WASC) in 1989. In 1995, he proceeded to the University of Jos where he graduated with a Bachelor of Science (B.Sc) degree in Accounting in the year 2000. He served in the Nigerian Prison Service, Abuja and retired as an Assistant Inspector of Prisons in 2002.

In 2003 he contested elections into the Edo State House of Assembly under the platform of the All Nigerians Peoples Party (ANPP) but his mandate was stolen. In 2007 he again contested elections to represents the good people of Etsako West Constituency 2 an election he won under the platform of the Action Congress (AC). Upon inauguration into the house, Comrade Shaibu was appointed the Minority whip of the 4th Assembly, he was also the chairman of education committee, he later became the Majority Leader in 2010 and Chairman House Committee of Rules, Business and Government House.

Consequently, Shaibu was re-elected into the house in 2011 and became the Majority Leader of the house and was also appointed the Chairman committee on Rules, Business and Government House a position he held until the 5th of June 2015 upon the expiration of his term in the State House of Assembly.

He never played politics with people; the people were his essence, especially the common people, they are his life. In his days as the president of the National Association of Nigerian Students (NANS) Comrade Shaibu gallantly fought for the re-instatement of over 486 politically rusticated Nigerian Students. In the year 2000, during the President Obasanjo regime, he also fought for the increase in the National Youth Service Corps (NYSC) monthly allowances from N3,500 to N7,500. Comrade Shaibu foray into politics started in 1996, a year after his admission into the University. As a young vibrant student activist he was appointed the Coordinator NANS Zone C Abacha Must Go.

In 1997 he was elected into the University of Jos Student Union Government (SUG) as the Welfare Secretary. Consequently Comrade Shaibu was elected the President of the National Association of Nigerian Students (NANS) in the year 2000. As soon as he assumed the leadership of NANS he became very vocal on National Politics and issues. Not too long the nation began to notice his intellectuals and political prowess

Hon Shaibu is an advocate of grassroots development, he has executed numerous developmental projects in all the 29 communities that constitutes his state constituency. His projects rages from electricity, education as well as many human developmental programmes. In all, he has executed over forty two constituency projects.

Comrade Shaibu has used his skills to rewrite the narratives of not only Uzairue and Constituency 2, but has in a grand style uplifted the entire Etsako beyond the tarnish and cavil of even the last charitable among the humans. Shaibu has rendered to Etsako West Constituency 2 an unassailable quality representation in terms of infrastructural development, rural electrification, portable water and school buildings.

Furthermore in the area of human capital development/employment, the Shaibu sanctuary has exited hundreds from the labyrinth of untold hardship and a quandary to a pedestal of comfort and limelight. At individual levels, he has exhibited empathy and relief where before has existed frustration, despair, animosity and persecutions. To some persons, Shaibu is a God-sent, a comforter, the patron saint of the needy and father to the fatherless, these and many more has earned him the popular sentiments of Edo politics.

The Shaibu trajectory is easily a lesson in humility, simplicity, hardwork, sacrifice, benevolence, patience, perseverance, courage, candour and total belief in God as the omnipotence, author and finisher of our fate.

Comrade Shaibu has been fully involved in legislative business since he became a member of the house, he has pursued a robust and articulate parliamentary debate. Basically, the functions of the legislature under the constitution extend to the following key areas; lawmaking, oversight over the other arms of government in areas that are conterminous with the legislative powers, receipts and disposal of petitions, screening of nominees for executive and protecting democracy by emphasizing representation as well as open debate of state affairs.

In his eight years as a legislator in the Edo State House of Assembly, Comrade Shaibu set a record by sponsoring over thirty six (36) bills and moved over one hundred and six (106) motions on the floor of the house. Hon Shaibu has received awards and recognition from various groups and organizations, notable among them is the House of Representatives National Summit and Score Card Merit Award for Outstanding Public Office Holders where he was adjudged THE BEST LEGISLATOR OF THE YEAR. As Chairman House Committee on Education, he suggested policies that brought to an end the existence of miracle centres in the Edo state ministry of education.

Hon Shaibu has so far survived the unenviable character of politics, like the battle field where one easily know where and which direction from whence the bullet come, but in politics, the bullets can come from even within. What astounds all and sundry is the nobility and equanimity with which Comrade Shaibu ignores as distraction, certain innuendoes, vilification and unprovoked vituperations from distracters. He prefer to remain calm, cautious and focused on the big picture.

Comrade Shaibu by his life has demonstrated a number of possibilities that rectitude is possible in public life, that intellectualism and public life is compatible, that ideological purity is possible in a milieu of convenience, that only the truly great are truly humble, that honest service brings enduring glory and applause and that a good name is better than gold.

Comrade Shaibu is a member of the All Progressive Congress (APC). Due to his unwavering loyalty to the party, he has constantly received unwarranted attacks and persecutions from the opposition parties, against all these, he has remained focused. It would be recalled that in 2010, he spilled his blood on the floor of the Edo State House of Assembly to end the dominance of the PDP in the house, which later brought about vibrancy and the numerous developmental strides of the Comrade Governor in the state.

Hon Shaibu has demonstrated his unalloyed loyalty to the party severally even when his life was at stake. He has continued to pledge his full allegiance to the party even in the face of intimidations and harassments by the opposition. As the Majority Leader of the house, he successfully managed the house out of various political crisis that hitherto threatened the smooth governance in the State. Comrade Shaibu shines the light on the dark valley of party loyalty so thinly inhabited in our political system. Comrade Shaibu has exemplified quality leadership and good governance. Taking cognizance of the high rate of unemployment in the country, he secured employment for many unemployed youths in various agencies, federal, state, local and private establishment and over 132 Etsako indigene have so far benefited.

He sets up the PHLIP SHAIBU HEALTH FOUNDATION to cater for the health needs of his people of Etsako.

Hon Shaibu is a dedicated public servant, he spends unusually long hours in his official duties.

He is a grassroots politician. When he speaks, he is forthright; he speaks straight from his heart and remain true to his ideology and faith.

He is an alumnus of the University of Jos. He has just rounded up his Master of Business Administration (MBA) programme in the University of Benin.

Comrade Shaibu is a passionate and dedicated catholic who particularly loves the Devine Mercy of Our Lord Jesus Christ and his family is enthroned to the Sacred Heart of Jesus and the Immaculate Heart of Mary

At his leisure he plays golf, soccer and he loves reading and research. He is married and favoured with four lovely kids.

Presently, he represents the good people of Etsako Central, Etsako East and Etsako West constituency at the National Assembly.
In the House of Reps. He has continued in the same manner having moved 10 motions within the last 9 months. He is currently working on several people oriented and pro poor bills.
Comrade Philip shaibu is a Member of the National working Committee of the All Progressives Congress; the ruling party in Nigeria. He is a detribalized Nigerian patriot who believes in youth empowerment through education and mentorship.
He is happily married and blessed with lovely kids.
